WALLENPAUPACK PROPERTY OWNERS ASSOCIATION BOARD OF DIRECTORS MEETING APRIL 19, 2008 The April 19, 2008 meeting of the Board of Directors was
opened at 8:10 AM with the Pledge of Allegiance. In attendance were President
Ted Couillou, presiding, Vice President, Steve Sollenne, Treasurer Gina Florio
and member Conrad Zabransky. Absent with excuses were Secretary Elvin Quinones
and Jerry Beskovoyne. Also in attendance were General Manager John Carney and
George McMullin representing the Advisory Board.
The minutes of the March 15 meeting were
reviewed A motion was made by
Steve Sollenne, second Conrad Zabransky, to accept the minutes as
read. The motion was passed unanimously. Ted inquired as to the lottery for the 6 available wave
runner docks. John relayed the lottery took place in the office on April 5,
there were 18 registration forms for 6 docks. All successful recipients have
been notified. Treasurers Report – Gina
Florio Gina acknowledged that collections remain very good,
$23,604 has been collected in back dues and total of $25,141 has been collected
in delinquencies. Procedures for two sheriff sales are in progress. We have
received three proposals for the Association’s investments which still need to
be reviewed. Gina made recommendations as to the short-term CD’s
coming due in May. A motion was made by
Gina Florio, seconded by Conrad Zabransky to roll the CD’s coming due in May
into the present 3 month CD’s. The motion passed
unanimously General Manager’s Report – John
Carney
Building and Grounds – Ted Couillou
Permits to date: 1307 At the last building meeting the committee reviewed a
situation presented to them by a property owner as to the setbacks on his lot.
Due to the way the road wraps around the lot adhering to the 60’ setback would
be quite restrictive. The committee agreed that the lot should be treated more
as a corner lot giving the property owner additional room on the one
side. Security – Ted Couillou reviewed the
report in Elvin’s absence Ted referred to Rocky’s report which included a request
to review the fine index as it is presently being revised to have some of our
fines reflect PA state fines. Ted asked John to look at the fine for cutting
trees. There was thought that this fine was increased in 2007, but it cannot be
found in the fine index. Steve Sollenne relayed to the Board that he has
observed Security doing an overall good job. Elvin submitted a letter to be reviewed by the board of
some outstanding issues that were discussed at last months meeting that still
need to be addressed, such as lighting at amenity areas, recycling and Lakeville
Fire Department Sign installation. Elvin relayed the fire truck should be on
property in the next 2 weeks and a piece of equipment for the skate park that
was ordered will be here this week. Maintenance and Jerry indicated that docks at the marina have been
started along with other work at amenity areas being performed by maintenance.
He has noticed, especially at the marina, areas that show evidence of the tough
winter. Many fallen trees and branches need to be cleaned up. Jerry would also
like to see more attention to landscaping at the marina area. It was also noted
that some railing work needs to be addressed at certain docks.
Legal and Administration – Ted
Couillou Ted relayed that John, Steve, Jerry and Jack Vetter
attended a meeting in The annual meeting packet will be completed when the
by-law information from Howard is forwarded. Right of First Refusals: 10 Recreation – Conrad
Zabransky Memorial Day Weekend will be pack filled with activities
at the new Kasper Lodge area along with plant sale and meet your neighbor. Some
groups have scheduled their meetings on this
weekend. Conrad and Jerry plan to start staking out the proposed
ball field in section 7 when weather and conditions allow.
Sewer and Water – Steve
Sollenne Sewer and Water is in the process of evaluating the
previous year’s home water freeze-ups. We will continue to try to educate
property owners to the potential dangers inherent when then a home is not
properly winterized. This includes a substantial water loss to the
community. Advisory Board – George
McMullin George presented questions to the Board from April’s
Advisory Board meeting. The board reviewed the questions and asked John to
respond their answers in writing. Correspondence: 1. Kathy Sollenne has requested funding from the POA in
case an additional bus is needed for a summer trip to Old Business The scholarship fund was reviewed and Gina indicated
that she would be on the selection committee with at least two others. As soon
as John Rechinda returns the details will be worked
out. New Business The Board discussed the purchasing procedures that would
take place on the remaining WLE lots. It was agreed that a realtor would be
called in to give a fair market value of the lots. WLE lots would be advertised
in the newsletter and on the lots for sale available at the office.
A motion was made by
Conrad Zabransky and seconded by Gina Florio to advertise all WLE lots for sale
in the Community Bulletin and to wait six months before any offers are
accepted. The motion passed unanimously The six month stay on any sales will give ample time for
all property owners to be made aware of any available
lots. A letter was received by Maryann Vaccaro requesting that
the Board of Directors sanction the WLE Red Hats which boasts 33 members who are
WLE property owners. Maryann’s letter describes the contributions the Red Hats
make to the local area. By consensus, the Board approved the WLE Red Hats as a
sanctioned WLE organization. The next meeting is scheduled for May 24 at
8:00am. A motion was made at
12:45 by Steve Sollenne and seconded by Conrad Zabransky to adjourn the
